This Grants Management Assessment ToolKit (assessment), through a partnership between AGA and The National Grants Management Association (NGMA), was created to screen grants management professionals. Grants management professionals must possess a broad cross-section of competencies: knowledge of federal circulars; allowable and unallowable costs; cost allocation strategies; negotiation skills to establish quality budgets and sub-award agreements; the full range of administrative and reporting requirements; elements of the closeout process; audit requirements; and audit resolution techniques. This ToolKit assessment is designed to serve two distinct groups: 1) hiring managers and 2) professionals and job applicants who want to assess their own knowledge and skills across a large array of grants management competencies. The assessment is firmly grounded in research. It is based on NGMA’s Grants Management Body of Knowledge, which reflects the result of a comprehensive, industry-wide survey.

It should take approximately 30 minutes for grants professionals and job applicants to complete the assessment.

This assessment is intended for use by all sectors of the grants management field, including all levels of government, private and non-profit organizations, universities and foundations. It was developed by the Candidate Assessment ToolKit Work Group, which was created under the auspices of AGA’s Partnership for Intergovernmental Relations (Intergovernmental Partnership). The work group was comprised of a broad cross-section of grants management experts from all levels of government and representative of both AGA and NGMA. It is one in a series of free ToolKits and guides developed by the Intergovernmental Partnership. These products are available online.

Hiring Managers:

As a hiring manager, you will be able to: 1) use the default assessment, which incorporates questions from NGMA’s Grants Management Body of Knowledge, or 2) modify the default assessment by deleting questions that are not applicable to your job opening. By deleting questions you can prioritize the level of importance for each focus area activity (pre-award, award, post-award, close-out and other activities). Once customized, you will have an assessment you can use in determining a candidate’s level of grants management competencies. Hiring Manager Registration.

Those Taking the Assessment:

If you are a Grants Professional, you can independently complete the standard assessment to determine your grants management competencies, across pre-award, post-award and close-out activities that have been validated and benchmarked by the National Grants Management Association. Or, if you are prospective applicant and are taking this assessment by invitation, you can complete a customized assessment designed by a Hiring Manager to determine your grants management competencies for a specific position.
